In terms of Air freight services logistics, the "Planning" proposes:
Improve the energy level of the aviation hub. Accelerate the improvement of the civil transportation airport layout system of “combination of trunk and branch, simultaneous passenger and freight”. Improve the energy level of Chengdu's international aviation hub, and promote functional complementarity, differentiated development, and integrated collaboration among airports. Speed up the construction of general airport clusters in the five major economic zones, and deploy aviation infrastructure for agriculture, forestry, and emergency rescue as needed.
Create an international air cargo channel. Promote the “two-field one” operation of Tianfu International Airport and Shuangliu International Airport, expand the 10-hour intercontinental and 5-hour Asian voyage circle that efficiently connects with major passenger and cargo hub routes around the world, support the opening of all-cargo aircraft routes, and establish and maintain the direction of foreign economic and trade development Synchronous or moderately advanced "Y"-shaped global air cargo network with Chengdu as its core, west to Europe, east to North America, and south to South Asia and Southeast Asia.
Build an international air cargo hub. Accelerate the formation of an air cargo pattern featuring “belly cabin + all-cargo aircraft” coordinated development. Cultivate all-cargo base airlines. Guide internationally well-known large airlines to gather and develop, and create a global air cargo brand of "Chengdu Express Transit". Accelerate the development of airworthy industries such as electronic information, biomedicine, and cross-border e-commerce to provide a stable source of goods for the development of aviation logistics.
Develop a feeder aviation logistics base. Form a "2+14" air cargo network system with Tianfu International Airport and Shuangliu International Airport as the core and branch airports as the backbone. Support Mianyang, Luzhou, Yibin, Guangyuan, Nanchong and other airports to increase domestic direct flights and international flights via Chengdu, and vigorously develop belly hold cargo. Support the development of Jiuzhai Huanglong and Hongyuan Airports into air cargo distribution centers in Western Sichuan.
